Mr. Boggs is a member of the D.C. Bar and the Delaware Bar and he is a partner, resident in the Washington, D.C. office of King & Spalding, LLC. He has more than 25 years of legal experience, principally as an advisor to domestic and international banking clients, regarding every major financial services bill that has been introduced in Congress over the last 20 years. Further, he received a Presidential appointment to the International Centre for Settlement of Investment Disputes, an agency of the World Bank. Prior to entering private practice, He served as counsel to U.S. Senator William V. Roth, Jr. (R – DE) on the U.S. Senate Banking Committee and he served as legislative and investigative counsel to the U.S. Senate Governmental Affairs Committee. Mr. Boggs earned his B.A. from the University of Richmond; J.D. from Catholic University of America (after which he served as a Law Clerk for the Delaware Chancery Court), and M.B.A. from Georgetown University.
