Mr. Balaran is a member of the D.C .Bar and has more than 20 years of experience as a federal judicial officer, serving as Special Master to United States District Judges, including the former Chief Judge of the US District Court for the District of Columbia. In that capacity, he has made recommendations to U.S. District Judges for resolution of some of the most significant domestic and international legal disputes filed in the D.C. Circuit, including the largest trust case in the history of American jurisprudence. In private practice, he has represented the largest privately owned bank in Maryland relative to Dodd-Frank and related issues, and he has extensive corporate litigation, mediation, and legal advisory experience. He earned his B.A. from George Washington University and his J.D. from the Antioch Law School.
